There was a test run in 1985 of Traded Packs, I believe 1981 may have had other ways of distribution to go with the set form, 1990-1 era also had traded packs. I'm doing this from memory early in the morning so please correct me. In recent years, all the traded and update sets (U) have been issued in packs.
