Does this PSA4 have a repaired tack hole on the bottom? Sure looks like it to me. It is visible from the back too!
I have seen card doctors "tamp down" a hole with the blunt end of a straight pin. Ugh! Dave Pierson ps Maybe I'll give em a call for a hands on description.
