The point of the guarantee isn't that you submitted the card, and it got a better grade than it deserved. It is more for the unsuspecting buyer that purchases the card, assuming certain qualities for that grade, and then when he receives the card, he finds that it is overgraded. For example, you buy a card that is graded as NM (84/7), but you find a spot of paper loss that the grader missed. You might say that you can return it if it's from ebay, but most ebay sellers will not allow returns on graded cards since they will say that the card has been set to that grade by an impartial TPG.
