Miguel is correct about how the GAI "first graded" designation worked.

They assigned a "first graded" card to each GRADE. So, for example, the first 1979 Topps Kiko Garcia that graded GAI 10 would receive a "first graded" designation, as would the first 1979 Topps Kiko Garcia that graded GAI 9. Theoretically, they could have a "first graded" designation for every grade.

Entirely possible to have a "first graded" Lenox Cobby in GAI 1 and 2, in other words.
