In the original scenario that Howard presented, both the winning bidder and the underbidder were legitimate bidders. If the underbidder had a maximum bid of say $500, it doesn't matter if a shiller bids him up to that amount
IF another legitimate bidder comes in with a bid greater than $500.
I by no means think shilling or safety bids are acceptable. What I would like to know is what we could do in regard to these bid retractors. No one can give a reasonable explanation for 40 bid retractions in 6 months. Is there any recourse through eBay or do they really just not care?
