He does have PSA/DNA listed as the authenticator in the item specifics at the top of the page and "Full Sized Letter COA" in the subtitle. You would be surprised how many bidders can't be bothered to read past the title, maybe as far as the item specifics, "but surely you don't expect me to read a whole paragraph describing it, just let me bid already!"
