What you have is a photographic poster used to sell newspapers. They would hang them on newsstands to promote the items of the day. There are lots of them with non-sports images and they were popular in the 1920's and 1930's. International News, Elliot News Service, Underwood & Underwood and lots of other companies produced these and they are real photo collages on photo paper and really cool.

The weird photo of Ruth is one I have owned before and he is shown autographing a mans head (but it is really a hat) and I think they even sold the autographed headpiece a few years back.
