I am not convinced that the "47" refers to the manufacture date. It might, but the overall uniform style looks earlier... especially with the short brim cap.

I was thinking early 1940s, with remote possibility of late '30s. Just my opinion. Of course, if the 47 refers to the date of manufacture, I stand corrected. Either way, it's a very attractive and well-made piece.
