Jon,
I bought the pennant hard plastic pennant top loaders to store and protect. I then went to Walmart and bought velcro with adhesive on both sides. One adheres to the pennant top loader, the other my wall. I can then velcro up the pennants to the wall with no holes. My pennants have been up for nearly a year and they have never sagged or fallen. Good thing is that I can also easily change out my pennants when I want to see new ones.

Cheap and easy way to display several pennants with no framing.

This was the only picture I could find that shows that style, but gives you an idea.
