FT/FS: PSA 4 T206 commons

I've been cracking out my 3's and under and have sold off my 5's and up, but my 4's have largely been in limbo. My plan was to make them available as I found downgrades, but I've been growing too restless with that approach so figured I'd just make these availalbe now. Thanks, Steve.
