Need some ID help with a couple of PCL issues

PCL News put out a set of photo supplements for awhile, not sure what years, and I suspect that's what this is.<br /><br /><br /><br /><img src="http://i23.ebayimg.com/05/i/000/ed/62/8978_1.JPG"><br /><br /><br />The other is a 5 x 5, blank-backed, glossy photo of Geroge Metkovich, Oakland Oaks.
