Posted By: Richard Dwyer
Up at the top it says:

EVERYONE COLLECTED CIGARET PREMIUMS

Giving a hint of their later skill in promotional matters, some cigaret companies in the 1880's began distributing pictures in each package, causing a collector's craze that had swept the country by 1900. By 1915 almost every important person in the U.S. had been pictured on a cigaret card. Some collections have been huge: a Boston gentleman recently confessed to owning 23,000 cards.
