It's an iOS App called "Card Centering". Pretty cool. I think it was free. Has balancers on side and top to ensure you are centered on card.

You might want to take a look at this one also.... have been using it for many years now to measure card borders (measure each card side/side or top/bottom and then do the math to get the relatives border widths (ie 55/45,60/40/,65/35 etc)
