1992 Topps Gold
 
I know that the cards received by collecting 100 runs in the Match the Stats game were labeled with the dreaded 'Winner' mark.

The complete set awarded as one of the prizes - this was the regular Gold cards correct?

And the other prizes - the 100, 50 and 10 count boxes - were these "Winners" or the regular?

Regular gold cards were inserted into packs, and in complete sets, I believe.

All of the redemption cards were for Winners AFAIK. And since you could use a flashlight and see the winning values, Topps had to produce way more than they expected just based on odds.

They also had to update the cards and use the "winner" nomenclature because they wanted the gold cards to be as difficult as originally intended. One card per 36ct box, etc. So there are more gold winner cards than Gold cards

Last question - promise!

Did Topps only add the "Winner" thing AFTER they realized the issue? In other words, did the first people to send in 100 runs received packs of regular Gold cards?

Not sure but it was pretty quickly they did adapt. I don't have them anymore but the best resource to see if that was done your way is to check the old Sports Collectors Digest which were weekly in those days (and 400 pages a week)

I've been told a few times over when posting about these that Topps initially sent out sealed prize packs containing regular gold cards but switched early on when the glut of winning game cards started to overwhelm them.

Also, I have found several sealed 10-card cello packs of non-winner gold cards over the year so it seems that they were not too rare.
