Hey guys I’m trying to ID the proper type for these boxes. Both 1996-97 UD series 2

I’m thinking one hobby and one retail ?

After some quick research, it appears both of those are retail boxes. Hobby boxes from reputable ebay/online seller show that hobby boxes have 24 packs per box.

What throws me off is one box has 14 cards per pack and the other 12.

14 card packs were sold as jumbo packs. Good luck finding a comp, jumbo pack boxes don’t sell very often.
