Eugene Hargrave Card ID Assist

I'm having a little difficulty in identifying this Hargrave card. It's definitely not from the 1927 E210 series, however it is the same photo. The back is rather strange as you can see. Any help would be greatly appreciated. Thanks Jim.
P.S. The card is not as white as reflected in the photo - lighting issue I think. Also, I don't think it is a counterfeit because of value. There is a small pin hole at the top not visible where someone pinned it at one time. It was included with some vintage pinbacks from that era that I bought.
