Does this happen often?
 
Orioles 3, Yankees 2 after 8. Kimbrel comes in top of the ninth and blows the save, giving up 3 runs. Orioles then score 3 of their own in the bottom of the ninth to win the game. Someone has to get the win, so Kimbrel as the pitcher of record does. Seems absurd.

I wouldn't say "often" but the "BS, W" does happen. Cleveland's Emmanuel Clase has had two of these this year alone.

It's the third game this season where Kimbrel blew the save but then got the won.

I'd wager "Holds" and "Saves" and "Blown Holds" and "Blown Saves", WHIP, ERA, ERA+, Strikeout to Innings Ratio, Spin Rate, Beanball Ratio, Curve Vortex Index, Madden Rating, and about a dozen other statistics (whether seemingly legitimate or not ;)), are more beneficial and useful to arbitration and contract talks, and also the overall assessment of relief pitchers....then Wins, Losses, and Win% are.

I might be recalling it wrong, but wasn't there a game a few years back where both the middle reliever and the closer were simply awful but the offense was great winning the game.
The scorer used a little used rule that if the "winning" pitcher had been ineffective the win could go to the last effective pitcher, in that game the starter.

Peter Schmuck, who covers the Orioles online these days, posted a proposal to change the rules on awarding wins in these situations in the wake of that game.

It's a quick read that says that the Official Scorer should have the liberty to award the win to a different pitcher, even a starter who doesn't go the 'required' five innings.
