Appreciate any knowledgeable opinions on this one.

I had a historian -- not a pennant expert -- say it was from the 1914 Federal League team, but one member here said the design appears to have originated in the '30s ... so maybe it's an early retro?

There is a Net54 member with the ID of Matty39 (I believe) who has an amazing collection of mini/premium pennants. And I also think I have seen him post about Federal League stuff. My guess is that, if anyone knows, it might be him. Here are a few screenshots I grabbed from some of his posts. Again, none of this is mine. But you can probably search for him using the Net54 search function and reach out to him.
