Unusual 1994 Topps Finest Cal Ripken Card - Help

I recently acquired this 1994 Finest #235 Cal Ripken card and it's labeled "Proof" but I have no idea what it might actually be. The card is normal on the front but has not cardboard backing, it's just the embossed foil. I know the promotional cards had Promotional printed across the back & the cards that were cut from the wax boxes have the blank white cardboard backs but this isn't either of those.
Does anyone have any idea where this card may have come from? |
You sure its not the embossed/chrome portion removed/skinned from a regular card?

That was my guess as well; missing part of the cardboard.

Looks skinned. People soak them until the back peels right off and foist them on the world as "proofs"
