I have no idea who he is, but there's a decent chance he's playing for the 1938 Dodgers. That was the one year the Dodgers didn't have serifs on the "B" on their caps, which also were green for one year. I looked at various Bees/Braves caps, but the Dodgers are a better match.

It's the 1937 Dodgers one-season-only cap, but I do not recognize the player
