Help identify this Kiner

I just picked up this Kiner from a Board member. Neither one of us knows what it is. Have any of you seen one before, or seen others from the same set?

Sure has a similarity to the 1948 W575 Angels set. Perhaps the company produced a 1949 set for the Pirates?

Thanks. I believe those cards are much larger. But maybe there's a connection.
