I can't find this item in PSA's Pop. Report
I found the following on eBay:

They were printed on waxed paper, folded into thirds and issued with a Bazooka-like bubble gum.) Unfortunately, I can't seem to find this item on PSA's online Population Report feature. Can anyone help? |

Appears to be this image below. Perhaps someone else has insight about the decision to cease grading the set. But so if you like it, and like it in the slab, then there may not be frequent opportunities. It says there are 32 graded for the entire set of 34 (7 Roses, 6 Ryans, 4 Benchs, 5 for Carew [counting the Qs] and several others with 2-3):

Yep, looks like the lowest grade of the Carews. Even though it kind of looks like they hid the pop report in the normal Pop Report search, you can get to it by using the Cert verification, then scrolling down to the Pop numbers on the page, then clicking on the hyperlink on "Population". Looks like the comic is required for the Rod Carew Master set.
Some reasons they may stop grading an issue: 1) They can't tell the difference between real and counterfeits 2) Their inconsistent grading of an issue makes it a liability to their grade guarantee. 3) The set wasn't properly licensed. I'm not aware of counterfeits of this issue, so that would be weird. You may have to email them and ask, if you're willing to wait weeks to find out. Or call them early in the morning and they'll try to call you back. |

If I had to guess, I would say that the reason that they stopped grading was due to inconsistency. |
Any inconsistency is probably partly because these were all creased as issued, but eventually became available in uncut/unfolded form, usually a set or part set as a roll with wrappers printed along side the comic.
I suppose if the graders can't tell trimming, then remembering "any uncreased ones are sheet cut" may be too big a challenge. |

Yes, if someone working the Carew master set wanted the item moved to Optional, I think it would be fairly easy for them.
