Paul's rookie card was 1957, why was he not in the 1958 topps set?

A good question.

Set sizes were really small back then and Hornung wasn't yet a big pro star in the late 50s so not surprised he wasn't in every set. Once Lombardi got them really rolling, most of the Packer stars were included in sets.
