New ebay offer process?

Today I received an eBay message providing a lower price offer for something on my watch list. This was an item that I just had sitting there and had never made a prior offer on.
Is there a new process in which sellers can see who is watching their items and make directed offers to watchers? |
Did the seller just put the item on sale and that email went to everyone that had it in their watch list?

That's my guess. They're doing it with people who reduce their prices by at least 5%, so this is probably the next step. I know it's helping my sales when I reduce my BIN prices by 6%.

New procedures
When someone puts one of my items on their watch list, I receive an email from eBay that suggests that I lower the price by 5% to help to make the sale. eBay then sends a message to the customer to let them know that I have lowered the price.

Another one
Another new item. Have you seen auctions that also have a "best offer" button? This must be something new. ??? I noticed that it does give me that option on when I am listing an auction item. There has always been a BIN option, but not a Best Offer option. I'm guessing that the option goes away when there is a bid.
