To tell you the truth, I thought ending at 9:00 meant that once the clock reached 9:00, it was over.

Winner is dougscat. Last bid was placed at 8:59pm.

Not the most succinct way to end an auction but the OP has the call on what he meant. It's better to say specifically what a bid at 9:00pm is but absent that it is up to the OP to distinguish the winner.

One would think that 9:00 bets are good. 9:01 not good.

My line of thinking was that it finished at 9pm meaning all auction were good thru 8.59:59 and 9pm was expired. I'll be more specific next time. I didn't meant for this to be more confusing than it was. Apologies to the parties involved.
