Was Willie Pep in the 1951 Topps ringside set? if not, wasn't that near the height of his career?

Pep isn’t in either series of 1951 Ringside. But he was in the 1948 Topps Magic Photos, so presumably Topps did have the rights to use his picture, or at least had successfully negotiated them before.
