How is this a PSA 4????
This Hal Chase looks horrible, and yet it is a 4??? Looks like it has mold growing on it or something.

It's actually pieces of tobacco from the pouch.

Lots of Polar Bear T206s (and T205s) have tobacco stains like that. Even so, I would expect their grade to suffer more than this. Even without the stains, that looks like a generous 4.

Lately, PSA seems to be all over the place with Polar Bear backed T205s and T206s. There has been a spate of PSA-graded Polar Bear T205s on ebay lately, many with some really bad tobacco staining (at least IMHO), and in many cases, the grades seem to not take the staining into account.

Card is overgraded, they do exist just as under graded cards do. thats what happens when humans authenticate and/or grade millions and millions of items, mistakes get made.

It reminds me of one particular dealer in the late '90's/early 2000's who made a practice of opening the slabs, taking out the legitimately graded card, and replacing it with one of an inferior nature. That having been said, a "4" for that example is really a stretch and should have been so regardless of the time period in which it was graded.

That is an absolutely absurd PSA 4 which makes me doubt PSA altogether. My Red Cobb PSA 4 looks 100x nicer.

Yes, there are many examples of newer graded cards selling at the high end of the spectrum compared to older graded cards. Some of it has to do with the grading adjustments, but some also has to do with the new tamper-evident cases. So it's not just the grade, it's the generation of flip (hologram or lighthouse) and the slab itself people are paying a premium for with a newly graded example.
