Unfortunately ebay will allow this to continue.
I had been told, but have not been able to prove it, that if ebay gets at least three reports of an item being bogus, that they will remove it.
My suggestion to all who are reading this thread, and to all who care about autographs, report each and every item.
Go to page 2 of this thread if you do not know how to report an item to ebay.

How do you report an item to ebay?

Go to one of this guys items.
Scroll down and look on the right hand side about 1/2 way down.
You will see a link that says report item. Click it.
This takes you to the report page.
In Report category, click prohibited and restricted item.
In Reason for Report click Other.
In detailed reason click Autographed Item.
Then click continue.
Then click send report.
I just reported this guys items.
