1980 Topps in '79 wrappers

I found a stash of 1980 topps in '79 wrappers. I vaguely remember something about this. Any help would be appreciated.

This does not help much but according to Baseball Card Exchange Topps used leftover 1979 wrappers for the 1980 cards. No other explanation is given.

By the way, that is quite a stash!
