Help with a Mantle, Ruth ,Maris find
 

I bought a collection about a year ago and these were in the collection. The newest card in the collection was 64 or 65. I can't find any info on this except for a similar button. Is it possible this was a button blank? I did a black light test and it doesn't light up. The printing is also from the early 60s. Any help would be great.
