Can anyone tell me the correct background color of the T206 Chance portrait?

Neither are orange.

Two different portrait cards

The yellow background portrait has Chicago & Cubs on his jersey.

The red background portrait has only Cubs on his jersey.

I've always thought that the "yellow" portrait is orange.
I think that that is the one to which you refer.
