I saw this card on eBay and wondered the exact same thing. Looks like a print defect or a touch up. I assume PSA deemed it to be the former rather than the latter.

I, too, followed it on eBay and was curious about the mark at the top to the right of the word Jack? Is it a pen mark? If it is, should this not have been given an "MK" qualifier?

The top of the "R" is definitely a touch up. The submitter may have requested no qualifiers.

I believe the MK qualifier cannot be removed by PSA. The "o" in Detroit on this card looks touched as well...?

I inquired about the mark on top right, which I hadn't seen before; they said it is not marker, is part of the card (printed on card, not added after) and they had no clue what it might be.

Yes. It's ultimately up to the grader, but it can be requested - even for MK.

I've always been told by PSA that MK and MC qualifiers cannot be removed even if no qualifiers is requested.
