I was wondering if any of you could help me out with this Satchel Paige postcard.

Was this a Browns team issue?

I am assuming it was issued in 1952 or 1953 because I saw Marty Marion St. Louis Browns Postcard just like this and I think those are the only two years that Marion and Paige were on the Browns together.

Nope, not a vintage team issued card. It is a 1970s Jim Rowe issue. Worth about $5+. I have several from the issue; they are great images. The handwritten name on the back in the upper corner is a dead giveaway:
