Help with oddball Feller item

I really enjoy oddball items. The kitschier the better, I bought this plaque on Ebay earlier today. It measures 13-7/8 x 8-7/8 and is described as dating back to the 30’s. I have never seen this item before. It may be a fantasy piece for all I know. I paid very little for it. If it’s homemade I’m fine with it. Has anyone come across another example of this piece or one similar to it? Any insight or information would be most appreciated.

It looks like the things I used to get as prizes on the boardwalk in Seaside Park when I was a kid, late 70's - early 80's. I used to have quite a few Dodgers and Mets players and team pictures. There were modern and vintage players. From what I remember they were mounted on wood or particle board and shellacked. They may be worthless, but the thought of them just brought back some nice memories!

That uniform style is from 1940 at the earliest (1939 style minus the Centennial patch), so either way, the "1930's" dating is inaccurate.

My fraternity used to mount/shellack our membership/initiation certificates like this. I think you can still do this with about anything through the mail at Office Max or a UPS Store. My guess - fairly contemporary.
