T206 PSA 3 Southern Leaguers - What did I miss?
 
I was browsing through T206 listings ending tonight on the bay and noticed two PSA 3 Southern Leaguers at $200 each. Isn't this roughly double the going rate? Am I missing something?

Is anyone familiar with this particular seller? He always seems to have cards I'm interested in, but I'm afraid of that poor feedback?
