Fred could very well be Fred Rosenzwig, a pioneering collector who was very prolific at that time. He had a tendency to cover his items with tape, too (although he would usually place tape on top of his GPC signatures). It could also be another Fred who was active at the same time. I would have to do some digging to find the fellow's last name.
