I remember that card on the cover of an SCD when i was a kid.
what does it actually go for?
how many were there?
where did it come from?

Here is what SCD says:

As a favor to President Bush, Topps produced a special run of 100 cards. At least a few of the cards were inadvertently included in Topps packs.

SCD shows an auction result from 7/05 of $2000.

I heard 100 were given to bush himself and the rest - very limited were in packs.
