Anyone know what this is ?
 

While looking through some items I forgot about I found this. the card is a 63 topps (Bo Belinsky) but the cardboard with it looks like something editorial they used when making the card. The "was drafted by the" part is another piece of cardboard showing through a cutout. I've had it for years and never got around to researching it. Thanks in advance dave
