Collectible premium or worthless cut out?

Let me first say that this item is not for sale and I am happy what I paid for it. It's from a Cuban magazine circa 1923
But it got me thinking - when do we consider something a collectible premium or insert and when do we think it's just a cheap cut out
Age ?
Size ?
Original intent ?
Do the opposite sides need to be blank ?

Where do you draw the line

In my experience cutouts aren't usually as valuable as a true premium (made to be a premium on its own). I don't usually consider cutouts to be premiums. That doesn't mean they don't have value though.

Some items were clearly meant to be removed or cut out. Others not. These newspaper items were meant to be cut out and saved:

Cool cards, Adam. Yes, I agree that when the cutouts were made to be cutouts it's not the same. I have collected a lot of these things in the past. For me, the closer to being issued as a stand alone premium the better. But I have collected a ton of cutouts in the past and liked them well (including many of those 1936 cutout stamps).
btw, the original post sort of looks like a supplement, and they are cool too. Though they do have, what look to be, page numbers at bottom.

Good catch on the page numbers - maybe that's the line if it's part of the magazine i.e. Has text that corresponds to image or page numbers that place it in the magazine it's not a supplement

The cutout pages in the first post are collectible, but probably not as valuable as other true supplements. Picked this up today....Supplement and cut out :).
