Sean, if I were Bob I would probably not answer you. I would advise him not to, if I spoke to him. He answered the main question of auctioneers seeing max bids. If your question is "Is the max bid for buyers in the auctions on or off?", then it is hopefully always on. I have and do use it in many of his customers auctions in which I bid. I would imagine many of our members do too. But maybe I misinterpreted your question?

If it's like most other sites, the passwords are irreversibly hashed, which means they're encrypted with no way to unencrypt them.
