Default Phillies ticket stub question

Can anyone date this ticket stub? The city amusement tax is 4% and I don't recognize who the President is. I have stubs marked with a 2% tax with Gerald Nugent as President (1932-43) so I'm guessing it's after Nugent. Could the signature be William D. Cox (1943)? I can't find an example of a '43 ticket to compare it with. It's not Robert Carpenter, Jr (1943-72).

Thanks, Jim. I appreciate the suggestion and I did think the signature looked a little like Ruch. Ruch (1931-32) predates Nugent but because of the tax rate, I don't think the ticket is that old.
I found an Athletics ticket with identical pricing from 1941:

Found another ticket with the same signature and an August 1943 date printed on it so it is from the one year Cox owned the team.
