Default T206 Dahlen - victim of the cut or scrap

I've had this card in my collection and just always wrote it off as trimmed top edge, more like hacked up. Not trimmed to decieve, obviously. The top edge was probably the victim of a pair of scissors.

However, I ran across the card again and I've re-examined it.
The card is oversized both ways. When card is measured top to bottom, the jagged edge is above the standard card size.
When looking at the jacked up top edge, there is a portion of the edge that is "bunched up," which is similiar to '60s Topps cards that have wavy factory hand cut edges. Hard to explain in words but if you have seen them before, you know what I'm talking about.

Is there an outside chance this card is scrap or just a hacked edge like I've thought all along?
Just wanted to hear the opinions of the scrap guys.
