Default Trying to ID a cabinet photo; possible ballplayer or manager

I got this a long time ago along with a boxing cabinet from a seller who said that the collection had all athletes in it. I've tried from time to time to get an ID w/o any luck. Anyone recognize him?

Could be--Jay would have had hair back then.
