I was told he was some kind of athlete or celebrity but I can't place the face.

Default Jessee James Rookie Card

Don't think it's JJ, Ted. He had much higher cheekbones, a much more "chiseled" face, and is rarely pictured with a moustache. Here's a photo from JJ's much sought-after rookie card:
