I could be wrong, but I think this is not the same "NCAA" you are thinking of that exists today and I bet it stand for something else like "North Carolina Athletic Association" or something. I dont think Baseball held NCAA championships until the 1930's and this does not look like a Championship calibur College Baseball team either, they would have been very well unifomred and equiped especially for a team photo with their championship banner.

The NCAA (National Collegiate Athletic Association) was not in the business of holding national championships for most sports in the 1920's. They held the first track and field championship in 1921 (men's). The first NCAA basketball championship was not until 1939. My understanding is the first NCAA sponsored baseball championship was in 1947 in Kalamazoo, then in Wichita for 2 years. Since 1950 it has been held in Omaha.
