Default Sporting News - Elmer Flick - when was this made?

Can anyone tell me when this was made and what was it used for? It appears to be a cutout of a M101-1 Flick used for a newspaper photo? Thanks,

Not sure but the cutout of Flick looks to be more like a photo rather than a trimmed M101-1 to me
