I have put together a makeshift little system for measuring cards actual sizes in Photoshop, provided the scans aren't too primitive. If anyone would like me to check some cards for them they are about to buy on eBay or something feel free to let me know. The better the scan the easier the measure.

I failed to mention the card needs to be holdered in some sort of standard measure holder, like a normal toploader, etc. that way I can reference the 2.5x3.5 standard size and go from there.

some sets are pretty standard in size, but most sets have a pretty variance in size of legit cards. Be able to look at the edges is the only true way to tell if a card has been trimmed. Although some trimming is more obvious than others.

bat ears are obvious indicator of trimming that you can see on a scan, but you need to have the card in hand to be able to detect good trim jobs. Aging on edges is going to be pretty uniform. When a card gets trimmed, that edge now has new paper exposed that has never been subjecting to the elements and is pretty obvious to spot. You will also notice unusual crushing ont eh edges that have been trimmed.

NO. You cannot go by the size posted on the OC website. Their posted size is a guide, maybe the most common size for an issue but E and T cards and 30s cards are all sized several different ways in the same set.
