Here's a reply I got from Bill Deane regarding this question:

Since Buck was ON the old Veterans' Committee from 1981-2001, he
wasn't eligible for the Hall in those years(Rule 6D: No member of
the Baseball Hall of Fame Committee on Baseball Veterans can be
elected to the National Baseball Hall of Fame while a member of the
Committee). The new Veterans Committee has not considered Negro
Leaguers, as the Hall was awaiting the results of the Negro baseball
research study. So, before this year's special committee election,
Buck O'Neil hadn't been even theoretically eligible for the Hall of
Fame since 1980.


I've just reached Upper Lower Class. I am now officially a babe magnet for poor chicks.
