I think just certain sellers or categories - it didn't work for me when I tried using it for a postcard purchase I made

I had a very nice surprise recently when I bought s $600 item that ended just before the last 10% ebay bucks ended I didn't pay before the deadline but got the $60 bucks anyway. I always thought it was when you paid not when the auction ended.
