Default What's this Outline Around T206 Duffy?

I thought I'd finally ask the gang here if you can tell me what the heck this outline is going from Hugh's eye down to his elbow on the right side of the card?

It looks like pencil to me and seems very precise. I've owned this card since about 1980.

Any thoughts are welcome. thanks. peter
